The Ambassador Extraordinary and Plenipotentiary of Angola in Kenya, Eng. Sianga Abílio attended in Nairobi, from 17 to 19 February 2023, as guest of AML-CFT/ESCAY (an area of the International Monetary Fund responsible for combating money laundering and financing of terrorism in East, Central and Southern Africa and Yemen), a conference on transnational organized crime, an event in which an Angolan delegation composed of representatives of the Financial Information Unit (UIF), the Criminal Investigation Service (SIC) and the Migration and Foreigners Service (SME) will participate.
Throughout the conference the participants addressed various aspects linked to terrorism, money laundering and organized crime, with emphasis on issues related to procedures and financial flows of serious criminal activities through effective financial investigations and judicial actions, in addition to anti-money laundering (AML) measures, against the financing of terrorism (CFT) and against financing the proliferation of weapons of mass destruction.
The conference on organized crime, terrorist groups and money laundering took place at a time when transnational organized crime (TCO) and terrorism have posed serious threats at the global level, as the illicit revenues involved fuel criminal and terrorist activities, undermining the rule of law having as consequence, the risk of economic and financial instability and the weakening of social cohesion which greatly compromises the implementation of countries' development projects.
As for the African continent, the observation is that the countries of Eastern, Central and Southern Africa are particularly affected by transnational organized crime and terrorism although with differences in scale and impact.
The conference was attended by delegations from 34 African countries and representatives of the European Union (EU) who have supported regional initiatives dedicated to strengthening national and regional capacity in the field of financial investigations/processes, asset recovery and the fight against illicit financial flows.
