The Permanent Representative of the Republic of Angola to the United Nations Offices in Nairobi Ambassador Sianga Abílio participated on September 14, 2020, in Nairobi representing the Republic of Angola, in the 151st Meeting of the Committee of Permanent Representatives at United Nations Environment Program - UNEP.

The Executive Director of UNEP and UN Under-Secretary-General Inger Andersen attended the meeting, which took place in videoconference format, chaired by Ambassador Fernando Coimbra from Brazil as Chairman of the Committee of Permanent Representatives.

The approximately three hundred participants at the event addressed issues related to the UNEA5 preparatory process, which will be the 5th UN Environment Assembly the world's leading environmental forum, scheduled for February 2021 in Nairobi.

On the subject and in view of the limitations imposed by the COVID-19 Pandemic, the Committee of Permanent Representatives and the Executive Director of UNEP agreed on the need to continue working on a process of multilateral consultations, with a view to define on the first week of October 2020,  the UNEA5 format and exact date, with a strong inclination towards a hybrid model with face-to-face participation by some delegations members and via videoconference for other delegates.

The Committee of Permanent Representatives reviewed the United Nations Environment Program Activity Report for the May-August 2020 period, the UNEP Medium-Term Strategy envisaged for the period 2021-2025 based on three fundamental pillars namely, Climate Change, Biodiversity Loss and Pollution, and the Report of the Working Group of Experts on Marine Litter and Microplastics.

At the 151st Meeting of the Committee of Permanent Representatives and due to the complaint of a considerable number of delegations, the Executive Director of UNEP Inger Anderson acknowledged that some countries and regions are underrepresented in the institution she leads, having promised to pay attention to the candidacies of the citizens of less represented countries as long as they fulfill the required qualifications.
